The California Air Resources Board (CARB) is implementing the Clean Truck Check program to reduce air pollution from heavy-duty trucks, buses, and agricultural equipment. This program applies to all such vehicles with a gross vehicle weight rating (GVWR) over 14,000 pounds operating in California, regardless of registration state.
Mid-2023: Registration with CARB becomes mandatory. All affected vehicles must obtain a certificate of compliance to operate in California.
Mid-2024 (estimated): Periodic testing begins. Testing frequency depends on your vehicle type and year model.
Most vehicles with onboard diagnostic (OBD) systems will require testing twice a year in 2024 and 2025,increasing to four times annually starting in 2027.
Vehicles without OBD systems will continue with opacity testing (smoke test) twice a year, with an added visual inspection component.
Register Your Vehicle: Complete the registration process through the Clean Truck Check website (CTC-VIS) by the end of 2023. This website will also be used for future reporting and fee payments.
Pay the Annual Fee: A $30 annual fee applies per vehicle.
Schedule Emissions Testing (Starting Mid-2024): Testing deadlines will be based on your DMV registration expiration date (CA vehicles) or the last digit of your VIN (out-of-state vehicles). Refer to CARB's guidance document for details.

Payment Methods: Credit/debit cards and eCheck are accepted through CTC-VIS.
Multiple Company Registrations: If a single truck is registered under multiple companies, only one company needs to register and pay the fee.
Payment Processing Time: Allow up to five business days for fee processing.
Compliance Certificates: While not mandatory to carry, keeping a copy of your compliance certificate is recommended.
Test Results Storage: Your submitted compliance test results will be stored and accessible within the CTC-VIS database.
Testing Reminders: Once registered and fees are paid, CTC-VIS will send alerts for upcoming testing deadlines (starting 2024).
Compliance Certificates: Each vehicle receives its own individual certificate. Additionally, a fleetwide compliance affirmation can be printed for fleets fully compliant with the program.
